Warning monitor shows planetside alert

Bug Description: The station alert console picks ALL ALERTS including planetside and SULACO side.


Steps to reproduce:
1. Turn on a fire alarm anywhere on the planet.
2. Read the readings on a station alert console SULACO-side.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.
