Allow other Yautja to activate the bracers of dead Yautja

Summary (a quick, 2-3 sentence summary): Allow us to activate the bracers of fallen Hunters if they cannot themselves. I was shocked when I attempted to do so on an AFK predator that was ganked by the marines, and it didn't work.

Benefits (How this will benefit the server and game as a whole): Allow predators to keep their fellow's weapons and technology from falling into human hands.

Details (Description of how you think this would work, the benefits, etc): Add a Yautja verb "Activate fallen's bracer" and a list shows up, like with the Butcher verb. Click the name of the fallen to activate their bracer's timer.

Implementation (Optional, if you have an idea how to implement it): If a dev can figure it out, please do.

This is a thing.... When I was a predator I did this plenty to my fallen comrades. You just toggle the deadmans switch when you are beside them and it will give you a option to toggle the bracer on the dead yautja
