Bug Description: The execution vacuum switch can't be used by Mp's to close or open the blast door.
Steps to reproduce:
1. Try to shut the blast door because the lack of atmos in the execution room is stopping you from moving the body to medical.
2. Fail to shut the blast door as you don't have access to use it.
3. Profit.
Vacumm execution switch.

This is intentionally done to stop mps executing people. It has co access so only he can execute people.

What if you made a code that allowed anyone to CLOSE it, but not to open?
