It's not a HEAT round. It's an AP round. And yes, there is a fucking difference.
I'm no sure why everyone has such a big throbbing boner for HEAT. We pretty much don't use them as much in Real Life anymore because Composite and Reactive Armor pretty much stop them 100%, 99% of the time, which is the result of using an anti-tank weapon designed LITERALLY to stop just steel armor. Anything else (especially super-cheap reactive plates that can be placed over steel armor), pretty much stops it (which is why the AT weapon of Choice is typically a type of SABOT variation round).
Technically, the AP rounds we have would be closest to Armor Piercing Discarding Sabot, which are designed for tougher armor penetration against various types (using a higher velocity and smaller impact point to focus the impact). So when it impacts, it's shattering THROUGH the crushers armor and embedding itself in it's head. It isn't "stopping" the crusher dead, but it's definitely fucking it up a bit.
Conversely, a HEAT rocket, wouldn't really do jack shit against a crusher because of how it functions (being made to counter specifically Steal and nothing else). Cause guess what, Crusher Heads are STRONGER than Steel.

My only real problem with the SADAR rockets is how useless the Phosphorous rockets are but that's off topic.

Apop, there are Tandem HEAT rockets which actually breach through reactive armor. For example the RPG-7s PG-7VR round does this.
Also, what kind of drug are weapon designers on if they make a SEPERATE rocket that is something like a SABOT, when HEAT can be dualpurpose for destruction of fortifications and enemy armor?

HE is for big booms, AP is for sniping them fools, and WP is for lighting your own team on fire. why bother with calling them anything else, it's just that simple to use.

Why don't we just all go crazy with ammo options?!
AP/APBC/APC/APCBC/APCR/APCNR/HVAP/APHE/APDS/APFSDS ... ... rounds cannot be fired using a rocket launcher. Their velocity is just too low and they will not be able to penetrate anything.
Which leaves us the following:
HEAT: As previous comments have stated, tandem charge HEAT exists which can defeat reactive armor. Composite armor though...
HEDP: Like HEAT, but can be used as an HE round.
HE: Same good old round for blowing soft stuff up.
Illumination: Used for lighting up the place so ENY can be seen
WP: Used for creating a lot of smoke. Can also be used for self immolation.
Hell, we can even play with the fusing if Apop so desires.

Delay: The charge waits for a moment to exploded after it hits something

We should count ourselves lucky that the aliens do not have active protection systems (APS). If the do, the majority of rockets launched at them are going to get shot down before even hitting them.

Why don't we just leave the SADAR with Anti Tank and High Explosive rounds?
Phospherous Rounds right now seem nearly identical to Anti Tank rounds in game, except they create a fire spot. The end result is the same in that a direct hit will kill even a T3 Xeno its just that one sets a fire and one does not. I think the Phos rounds should be ditched.
Leave the unique ammo to the Grenade Launcher, lore wise the Grenade Launcher has always had access to a lot of unique rounds as described above, the SADARs just been a pretty simple weapon in terms of ammo usable.
