Bug Description:
You can't build in lower Atmos and the Firing Range because the Hangar no-build area incorrectly extends to these rooms: viewtopic.php?f=59&t=7980
Steps to reproduce:
1. Try to build in either lower Atmos or the Firing Range.
2. Find yourself unable to build there.
3. Get mad.
