Approximate time and date of the incident (Central US Time for fastest results):There were two incidents, 7/24 at about 00:00 ish, maybe, but the most recent one was around 7:00 PM 7/25

What rule(s) were broken: Rule 1 (Don't be a dick), rule 6

Description of the incident: The first incident involved Marcus, who was a BO at the time, shooting up all of medbay after I got done fixing him up as a doctor. I can't really remember the specifics, except that he managed to hit just about everybody in there including the CMO. I think a mutiny happened earlier in the round but it still doesn't justify him opening up on everyone. I gave him a dosage of anesthetic and when he was still conscious,I cut his head off with a saw. I know it was excessive, but at that point, I got done healing his wounds and was kind of pissed that the ungrateful BO added more to my workload. We were being boarded at the time by the aliens as well.

The second incident was Marcus, who was a marine standard now, killing an admin-spawned bear and getting the attention of the Iron Bears. (See Skinner's thread here viewtopic.php?f=118&t=8187) We were given explicit warning not to shoot the bear and the first thing the guy does is shoot the bear when he gets to the surface of the planet, claiming it was coming right for him. I don't know what is going on in his head, but something isn't right. The Russians weren't happy and decided to send Iron Bears to us. We lost a lot of marines, but we ended up killing them all. Then, a second group of Iron Bears was sent in, which resulted in more marine casualties. About twenty marines ended up being killed in that firefight, and pulled a good number of us away from the surface. As you can imagine, the lack of people on the surface allowed the Xenos to work our defenses over and upon touching down later, they nearly overwhelmed us.

Evidence (screenshots, logs, etc): I wasn't keeping logs or screenshots

How you would punish the accused: Probably a three day ban, and making a note on his file.

You didn't get overwhelmed because preds were working to fight xenos to balance the rounds + We covered your asses by taking out a carrier and a few xenos from the landing area so you'd be able to fight and prolonge the round (+We baddly needed to have a diversion to find out where one of us died so we'd retrieve the missing tech).

Otherwise, on a on-topic note, I'd say asking the player his side of the story would be helpful on understanding the situation.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.

Alright, I checked the logs for both events: they were on the 23rd & 24th. I questioned Marcus Bailey myself; It doesn't appear this player committed any violations. besides 1, and rule GEN-1 is more of a rule you add on to another violation than a punishable violation in itself. there was more to the first incident than you saw in medbay, It was a continuation of a properly escalated fight. I consulted other staff regarding if that's allowed, it is. There were people caught it the cross fire but it wasn't any more than the standard marine Friendly fire on the ground, and from me questioning him, he only targeted the CL.

Now for the second incident, He had reasons OOC for why acted in such a manor. He was punished ICly pretty heavily from what the logs show. The only violation I could see applying here is GEN-1 but again, it's a subjective rule and is usually applied in tandem with an objective rule violation.

Thanks for your report though, this is what I've found. If another member of staff would like to re-check, that's up to them.

Forget about second case, it was all good oocly, there is no such rule "dont kill bear" and player himself was spaced while dying from lethal drug for that bear murder.

All right then, I guess there was more because I was still trying to do surgeries in the first case, only to hear gunfire and the man I treated rioting in the middle of my medbay.
