SS13 mechanics really.
It'd be really derpy if you couldn't hide anywhere and aliens would just spider-climb everything (Even inside) to get you.

Well, it is not impossible to code Z-levels with walls and stuff, that would be AWESOME, since marines could climb the walls too, but i assume its hard as balls, but lifeweb does have this mechanic, so yeah, question answered, Z-levels with walls are dificult to code, but not impossible

as the others said its to difficult to code. If you want a lore reason then it'd be the fact every hive is different. Hence why we don't have ALL the xenos in the universe and the nests can be broken out of. Of course its not all bad things the hive has evolved. The xenos have a lot more health than a normal xeno would and they also have face huggers they can carry without need to evolve into a carrier.2 reasons for you there mate. I hope ones right.
