Lobby Screen Rummaging sounds

Bug Description: In the lobby, you are able to hear backpack rummaging sounds (i.e. the sound when marines open backpacks)


Steps to reproduce:
1. Log onto the server when it starts
2. Idle in the lobby screen
3. Listen to rummaging noises

That's not the sound of opening backpacks per se, but rather the sound of someone spawning.
Same effect.

I believe this is an issue spread over most codebases.
When the voice from the shadows calls you
When the wind whips past your ears
Will you stand when the weight is upon you
Or will you go to your knees in fear?

To be precise, it's the sound of items being placed in the person's backpack while they are being spawned in at the title screen, before being transferred to the spawn point. I'm not really sure this is a problem or worth fixing.

It was confusing when I heard it so I would argue it is a problem, but perhaps not worth the effort to fix.

I personally like it since it allows to know if the join menu needs to be updated (Suddently CL is filled, etc).
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.

I use this sound to tell If I should view the crew manifest again after the update, and decide what role to late join as sometimes based on which roles are being fulfilled by others.
