Benefits (How this will benefit the server and game as a whole):
As a fasttyping individual, it really hurts when every 2nd phrase is getting cut off due to bad realization of spam block, that's way too inefficient considering the server lag. Let us speak as fast as we can, as usual, without ENTER input blocks.
Also, there's a popular trend within old SS13 pals, to speak with 1-3 words in every sentence. Basically, the only thing that this spam block achieves is marines being silent during battle or screaming something like:

Rework it so it won't make you eat up every fast typed in phrase, but leave anti-spam system active for situations when massive amounts of text are being spammed.
