Needle Decompression for collapsed lungs

Summary (a quick, 2-3 sentence summary): Give medics a single use needle item, more of which can be in vendors, that treats collapsed lungs for 10-20 minutes.

Benefits (How this will benefit the server and game as a whole): Helps medics keep people alive longer on the ground to get them back up for treatment. Would be a good buff if cloning is removed. Also helps docs not have to drop everything and hop on the lung queue.

Details (Description of how you think this would work, the benefits, etc): Medic vendors have a few Pneumothorax needles in them. They can use them on someone with a collapsed lung to temporarily fix the oxygen loss. If it's not fixed, the lung will collapse again. Each needle is ONE USE ONLY and they do not stack in your inventory.

Implementation (Optional, if you have an idea how to implement it): Have it take a few seconds for the medic to tape the device to the patient. Only medics can use it as they're an EMERGENCY device and not stocked in medbay. Medbay gets cryo for that.

I've always roleplayed like Dex Plus is a decompression needle, I know that somewhere in the list of suggestions I've already made this one, but hell yeah +1
