Summary (a quick, 2-3 sentence summary): Basically a squad or a group of marines are randomly selected to be under the orders of the CL and not the CO, of course only the selected marines and the CL are the only ones aware of this.
Benefits (How this will benefit the server and game as a whole): It will give the CL more stuff to do apart from blowing the SM, sending faxes and bitching about not getting enough attention. And make the capture of xenos less of a pain.
Details (Description of how you think this would work, the benefits, etc): The CO and the BOs can still give orders to this squad, of course CL's orders have a higher priority. This team is like an undercover PMC squad.
Implementation (Optional, if you have an idea how to implement it): I am not sure but this might require giving them an independent radio frequency only they can use.
