Fix Finding Helmet Cameras for Overwatch

Summary (a quick, 2-3 sentence summary):
All helmet cameras transmit to the bridge overwatch consoles. The overwatch operator can choose from all active helmet cameras instead of being limited to finding new squad leaders.

Benefits (How this will benefit the server and game as a whole):
During low population, there are often not squad leaders for some/all squads. As it is now, the only way to have effective overwatch, is to give a temporary ID set as squad leader to someone. This is because helmet cams do not register if they have not been synch'd to a squad leader. I believe you can take away the squad leader badge after synch'ing the console, but I have not tested that.

Details (Description of how you think this would work, the benefits, etc):
No one would be tempted to break the rule on giving new ID's to people, or worse, altering their existing ID to a new role. The bridge would be able to see what is happening on the ground.

Implementation (Optional, if you have an idea how to implement it):
Alter the code for the bridge consoles to use a list of all helmet cameras turned on in addition to squad leader badges. You don't want to take out the squad leader search, since that might let you know a squad leader is missing his helmet.

The alternative would be to have the bridge be allowed to make temporary ID's, have a helmet brought to them, synch it, then give the helmet out. That way no one is getting an ID they shouldn't have for their starting role.

The final option would be to have every squad member get helmet cams, and then alter the search for squad leaders to any squad member for the active camera the overwatch console would be (which is currently labeled the squad leader, but is effectively, whose camera feed will show up). In the movie, everyone in the squad does have a helmet cam.
