Better Job Assignment

Add a system so that the longer you go without getting a certain job, the more likely you are to get it.

Makes it easier to get a popular job.

Details (Description of how you think this would work, the benefits, etc):
If you get a certain job one round all the other jobs get a +1, If you have a +1 in a job you have higher priority than people without a +1, When you get a job you lose all your +1(s) for that job, +1(s) stack, If you have a stack of +1(s) you have higher priority than people with no stack, If you have a large stack of +1(s) you have higher priority than people with a small stack of +1(s)

Make changes to the current job assignment system that is used at round-start.

this'll lead to people readying up at roundstart, without spec pref on, then heading straight to cryo to do something else so they get them +1s
