Summary (a quick, 2-3 sentence summary): Give the standard mercenaries (the ones that require payment) ID cards. These would preferably be all access ID cards like the one their captain has.
Benefits (How this will benefit the server and game as a whole): All access ID cards will make it easier for mercenaries do their job - protecting the Sulaco. No longer will the mercenary standards be fired upon by turrets, be exploded by mines, be torn to pieces with smartguns, or get locked somewhere for 20 minutes.
Details (Description of how you think this would work, the benefits, etc): The mercenaries are a rag tag bunch of pirate hunters that just so happened to be nearby the Sulaco when it released its distress beacon. They come generally unprepared for the crisis ahead of them, with shoddy peashooters and actual HOLDOUT PISTOLS. However, their captain comes equipped with an ID card that has all access to the station that they are boarding. It is common for mercenaries to roam around the station and loot all of its valuables, not only out of necessity, but out of greed. Why would only the captain come equipped with such a useful ID card with which he can plunder with freely, but not his crew who are taking back the dough with him?
That was the roleplay side of why the mercs should have ID cards, but the practical side is that it is really not fun stepping onto the hangar and having a sentry turret set up by the ladders shoot you into crit. Not having an ID is a huge detriment in this game, and mercs should not have to resort to looting IDs off dead bodies just so the automated weapons of the Sulaco do not consider them a threat. I understand that the coders may have left standard mercenaries without all access IDs so it is harder for them to negate their equipment disadvantage by looting the armory of its weapons, but I think it is essential that standard mercs be given at least a no access ID so they won't suffer from turret/mine/smartgun FF.
edit: just realized that mercs would probably never have to worry about mines since it is rare for distress responders to ever leave the sulaco (where mines can't be planted). point still stands though
Implementation (Optional, if you have an idea how to implement it): Make them spawn with ID cards, all access or not.

Some mercenaries have, some don't.
I think PMC, bear and deathsquid get one while Dutch's dozen and freelancers don't.

I'm fairly sure Dutch's Dozen get ID cards, at least the captain.

SO only the freelancers don't get cards, which makes sense since they are a ragtag bunch of misfits crossing the galaxy and fighting for fun and profit.

Also, you shouldn't be looting ID cards off people unless you need IMMEDIATE access to something to get yourself out of danger. ID theft, even from dead people, is against the rules.
