Clicking Icon Activates Incorrect Item

Bug Description: This refers to icons in the top left of the HUD, such as Smartgun Powerpacks (for reloading), Flashlights, Armour-Flashlights, and so on.
When multiple icons are present, clicking any of them may sometimes trigger a different item. The one I've noticed most frequently as of late is attempting to activate the Smartgun's reload or infra-red sights, and instead toggling my armour light, or any of the other options instead. However, previously I experienced it most often when attempting to activate flashlights that were in my pockets.

This problem has been around for well beyond 6 months by my count, though I'd always assumed it was either reported already, or an issue with my resolution.

Steps to reproduce:
1. Equip two or more items that display an icon on the top-left of the HUD (Smartgunner by default has 3 such items)
2. Attempt to click any of said icons.
3. Become frustrated as it activates a different item repeatedly.

Note that the bug is irregular, and sometimes the icons may work correctly, even if clicking in the exact same spot that previously failed.

Most common when trying to toggle your armor light while wearing welding goggles, or lower/raise welding goggles while using armor light.
