Have cyroed spec gear appear in the Cyrogenic Oversight Console

Summary (a quick, 2-3 sentence summary):Seen multiple times a spec that goes to the vendor, takes everything out and puts it on, only to go to cyro with everything he has on. This creates a problem for a person joining or filling in the missing position because it is no longer in the vendor. Allow all spec items and gear to be able to be redeemed in the reclamation console.

Benefits (How this will benefit the server and game as a whole):Allow late joining specs to actually be able to play as a specialist with gear instead of being a standard marine.

Details (Description of how you think this would work, the benefits, etc):Allow the spec weapon, armor, whatever was chosen to be able to be reclaimed at the oversight console.

Implementation (Optional, if you have an idea how to implement it):Don't really know how to implement it to be honest, but it would be a great add-on.
