Squad engineers cant use shield gens

Bug Description:
Squad engineers cant lock or unlock shield gens

Steps to reproduce:
1.Use squad engineers Id on shield Gen
2.Be told acess is denied

They aren't for you, thief!
Seriously, though, you need the CE, CO, or XO to unlock them (Maybe BO, not sure). Not a bug.

Pretty sure the CDR can only unlock them.

You are not meant to unlock them as squad engineer. Invalid.
