Z-Level Restriction

Summary (a quick, 2-3 sentence summary): Anyone beyond a certain Z-level will show up with on the Bridge Monitor and be issued a warning automatically through a private channel on the marine's radio headset and after 5 minutes their ID will cease to function.

Benefits (How this will benefit the server and game as a whole): Marine metarushes will be less encouraged as a result. Medical staff will be able to have more concentration on their work. The Server staff won't have to warn the Marines about crossing the river.

Details (Description of how you think this would work, the benefits, etc): At game start, the Commander and Executive Officer will have to grab two maps and bring them to the two separate keycard scanners where the schematics are uploaded to the Command system, where the acting Commander can limit the maximum Z-Level up to 110,000 (minimum is 70,000) until a minimum of 30 minutes has passed. Marines who pass the limit are immediately given a warning through a private channel on their radio headset, and if they fail to recede behind this restriction after 5 minutes, their ID will be deactivated causing weapons such as an SMG, M4AI pulse rifle, or M37 pump-shotgun to have reduced performance, and they will be vulnerable to sentry gun fire. If the Marine has been dragged across this Z-Level and their suit sensors report them unconscious (or they haven't been moving for 2 minutes) then this deactivation will be nullified for 10 minutes.

Implementation (Optional, if you have an idea how to implement it):
You will never be as bad as the baldie who picked up a tactical shotgun while a hunter was pouncing on top of a CMO for 4 seconds, with his only response being to pace around before being decap'd by said hunter. I have no idea what I am looking at here.

Wouldn't this apply to ALL marines on the surface?

neutral leaning towards -1 right now.

Not entirely sure how this would work, but I don't think it's a solution to metarushing. Denied.
