Make doctors/corpsman open Breifing shutters.

Allow doctors, Combat Medics, Researchers, and the CMO to open briefing shutters.

Benefits (How this will benefit the server and game as a whole):
Faster gearing up for Medics, ease of life for docs, and makes a researcher happier than a CM player in a salt mine.

Details (Description of how you think this would work, the benefits, etc):
Just give briefing shutters access to docs and Medics.

Implementation (Optional, if you have an idea how to implement it):
Change the ID system for Medical people.
