Increase janicart pulling speed

Summary (a quick, 2-3 sentence summary):
I think it was introduced recently, that marines get a slowdown when pulls something except for rollerbeds. Janicart should be another exception.

Benefits (How this will benefit the server and game as a whole):
It has visible wheels, and it shouldn't weight much. If you try to keep the Sulaco tidy, you need to pull it around a lot, so speed makes a real difference.
