And to answer your questions command staff at are a very high level or rp expectations. Anyoen giving the briefing should be expected to know the lore and rules to at least this basic extent. If a marine says something like this that's something minor to inform them about, especially if they are new. If the XO does this at brief it's a much bigger violation.
