Here is the thing. If the admins/moderators are responding to faxes, CL is an excellent RP role. If they are not then nothing the CL does actually matters. This issue is gonna persist as long as the CL requires admin/moderator interaction.
If you take out the human interaction via the fax as an aspect of the CL then you're basically taking out a big part of the whole roleplay aspect. The root of the problem is indeed that admins/mods do not give a shit about CLs to engage in roleplay with them, for different reasons: badly written faxes, out of character faxes, having to moderate the entire round and not having time to reply, or usually just not giving a shit about a role that is designed not to have any inpact in the gameplay.
The problem with CL being reliant on staff is that answering to CL's faxes is not their primary job and if there's OOC issues, they will be prioritized.
I quite like the objective system to be unique to the CL, but having it straight up penalize the marines would be a bad choice.
If the objectives were randomly selected from a list similar to how normal SS13 servers run traitor objectives, it would give the rounds a dynamic function: The CL should usually be beneficial to the marines, but sometimes they might have mutually exclusive goals with most of the marine force (take intel for the Company instead of adding it to DEFCON), and maybe even minor antagonistic objectives. Nothing game-derailing of course.

This seems like the less complicated answer, but the Admins would have to agree upon a set of non-round breaking objectives other admemes are allowed to give the CL or guidelines for replying to faxes. Because even Admemes sometimes write shitty OOC fax replies,

Right now the CL is just a background decoration only ever used for some events, that's literally it. We aren't asking it be turned into a round-changing role, we're asking that its main gimmick actually worked, instead of just being a bunch of words in the wiki.
No it isn't, 8/10 times survivors will not make it to the ship due to the faster evo changes and you're left nothing to RP with, CIC is busy and they hate any CL that comes to meddle with arrpee into their grand strategy of getting Delta killed, that will just get you brigged. Maybe the researcher if he hasn't already been turned into another doctor, which again, most time he has, and if he hasn't he cannot really do much himself either, maybe plant an egg, if you get one that is. What's left for you to do? Write faxes, what else. But turns out even your main gimmick is a mere front that's there for decoration and has no real gameplay to back it. Again, what is left for you to do besides descend into boredom or CLownery?.
I love the idea of being a company man that is a sort of ally-but-not-really to the marines, a shady paper pusher that's out to look for the company's interests and nothing else. But I think the "hands off" approach to the role is not doing it any favors and turning what could be an awesome role play job into a sitting doormat that's there to get BE'd by the CO because he stole the booze from the officer's lounge or something.
